The Georgia International Law Enforcement Exchange (GILEE) is a unique
program with a dual mission: a) law enforcement and corporate/private sector
executive development; b) international cooperation. Established in May, 1992,
GILEE is housed in the Department of Criminal Justice at Georgia State
University.
GILEE's goal is to provide peer-to-peer professional training through the
introduction of best practices in order to enhance agency capabilities to better deal
with threats to public safety and improve security. Since its establishment it has carried out
237 different programs
for law enforcement executives in or from Alabama,
Arizona, Arkansas,
Austria, California, Canada, China, Florida, Georgia, Hungary, Indiana, Israel,
Japan, Kansas, Kentucky, Louisiana, Michigan, Minnesota,
Mississippi, Nevada, New Jersey, New York, North Carolina, North Dakota, Ohio,
Oklahoma, Pennsylvania, South Carolina, Tennessee, Texas, United Kingdom,
Utah, Virginia,
Washington DC, and West Virginia, graduating a
total of 901 law enforcement executives. In addition, it provided
114 special briefings, seminars, and workshops for more than 15,000 public
safety and corporate security officials in and from Argentina, Brazil, Colombia, Finland, Florida, France, Georgia, Greece,
Haiti, Indonesia, Israel, Italy, Jamaica, Kazakhstan, Mississippi, New Jersey, Tennessee, Texas, The Netherlands,
and Uzbekistan. GILEE has bridged the gap between the private and public
sectors fostering a strong partnership among the law enforcement community,
corporations, individuals and civic groups against the backdrop of a vibrant
university.
GILEE has gained local, national and international reputation in community
policing research and training, as well as counter-terrorism training. GILEE has worked closely with law enforcement
agencies, civic groups, professional associations, and other universities in the
areas of community policing, crime prevention, corporate asset loss prevention,
data analysis and criminal justice policy formulation.
Relying on private funding, GILEE is seeking to further build on its
achievements by offering more projects in the U.S. and in other countries. For
that purpose the International Law Enforcement Enterprise (ILEE) emerged,
in 1999, as a distinct program. ILEE seeks to offer systematic
quality research, formulate public policy models, provide training, and relevant
service, as well as sponsor conferences to enhance public law enforcement and
corporate/private security. These activities are based on the
foundations established by GILEE and on being a key player in enhancing a
multi-faceted partnership for public safety between the university, the law enforcement community
and the private sector for the benefit of all.
With the growing recognition of the need for local, national and
international partnerships, the ILEE seeks to become a leading forum for
discussing issues, shaping policy, and formulating solutions to the challenges
facing corporations, policing and public safety in a democratic society. The
ILEE promotes new methodology, advance technology and utilization of crime
analysis to improve the effectiveness and efficiency of mitigating risk in
corporations, improve policing and enhance public safety in our society. By
bringing the public and private sectors together in a comprehensive manner the
ILEE is a valuable resource to Georgia and to the law enforcement
community in the U.S. and abroad.
